この種の統計を収集しているのは、ITU(International Telecomunication Union)という団体のようです。日本語に訳すと国際電気通信連合、かなり重要な権威ある組織のようです。
最近のニュースリリース(2004/9/7)によるとブロードバンド普及率は、１位韓国23.3%、２位香港(中国)18.0%、少し離れて台湾(中国)13.4%、日本11.7%、11位シンガポール10.1%(2003年末時点)となってます。このデータの出典元は、Asia-Pacific Telecommunication Indicators 2004 reportです。流石電気通信連合、このファイルはpdfで読むことができます。多分英語ですが・・・、そして有料 60CHF、「本部はスイスのジュネーブなので支払いはスイスフランでお願いします」です。

こんな状態なので、2004年以降の公式情報はないかと思います。パソコン雑誌や任意アンケートからの推計ならあるかもと思いましたが、亜細亜各国にもはてな(類似)サービスがあれば聞いて調べさせるのも一興かと、ふと思いました。
